Where's the Beef? Lengthy Complaint Does Not Meet Specificity Standard

Plaintiff filed a qui tam action on behalf of the U.S. government against Lockheed-Martin Corporation for violating the False Claims Act. Under the False Claims Act, fraud must be plead with particularity. Plaintiff's complaint, which was 155 pages with more than 400 paragraphs and 99 attachments, failed to allege any specific fraud. The lack of specific allegations of fraud caused the court to dismiss the complaint. U.S. v. Lockheed-Martin Corp., No. 02-3175 (7th Cir. May 8, 2003).
